Important Instructions for MS-CIT New Center Registration Process 2026 : Phase II
Please read all instructions carefully before applying.
warning Important Note:
- If any applicant organization is already running competitive courses equivalent to MS-CIT, then such applications will not be considered for MS-CIT New Center Registration Process 2026 : Phase II. If any such case is found at any stage, then such center's application or authorization will be discontinued/terminated immediately without giving any prior notice.
- If any Applicant Organization's Owner or Center Coordinator is directly / indirectly running competitive courses equivalent to MS-CIT, then such application/center will not be considered in any case. If any such case is found at any stage, then such center's application or authorization will be discontinued or terminated immediately without giving any prior notice.
- Applicant Organizations who are previously running any competitive courses equivalent to MS-CIT or involved in any malpractices then such Applicant Organization are not eligible for MS-CIT New Center Registration Process.
- If any previous or existing MS-CIT Center was discontinued or rejected by MKCL due to various malpractice reason, then such Centers will not be allowed to apply for MS-CIT Center Registration Process 2026. If any such Center applied directly or indirectly then MKCL will reject their application without giving any reason.
- If eligible AO's does not do the center setup as per the norms specified by MKCL at the time of center visit as per the schedule, then we will reject the application of AO from this process. In this case, MKCL may give chance to next eligible AO (if require) from the same area to process further as per guidelines.
store Franchisee / Chain Network Conditions
- If Applicant Organization is applying under any Franchisee or chain or similar such type of common brand of network, then following conditions will apply:
- MKCL will check the existing number of ALCs already registered under any Franchisee or chain or similar such type of common brand of network.
- Maximum 10 (Ten) ALCs will be allowed under any Franchisee or chain or similar such type of common brand of network.
- Accordingly, MKCL will allow AOs Application by checking above number ALC conditions.
- If MKCL has taken any action against any specific Franchisee ALC/AO in past, then will not consider fresh application of any AO under such Franchisee or chain or similar such type of common brand of network.
- If any of above such case is found at any stage, then such center's application or authorization will be discontinued or terminated immediately without giving any prior notice.
person_off Ownership Transfer
- Please note that MKCL MS-CIT ALC Authorization is non-transferable. So, ALC cannot sell or transfer or give the rights of MKCL MS-CIT ALC Authorization to any other Person or Organization.
- That means, if any Applicant Organization becomes ALC then they will not be able to transfer MS-CIT ALC Authorization to any other party under any condition.
- If any ALC directly transfers ownership without informing MKCL then authorization will be discontinued or terminated immediately without giving any prior notice.
location_off Location Change
- Newly created MS-CIT ALC cannot change location in any case.
- If any ALC directly changes location without informing MKCL then authorization will be discontinued or terminated immediately without giving any prior notice. i.e. At least 3 years from date of registration of ALC, they cannot change location under any conditions.
- In very exceptional cases, MKCL may consider location change request subject to completion of minimum 3 years at original approved location.
school Admission Criteria
- MS-CIT ALCs must complete minimum admission criteria in the year 2026.
- For Urban-Semi-Urban Area: Minimum 55 MS-CIT Admissions
- For Rural Area: Minimum 25 MS-CIT Admissions
- All installment confirmed count will be considered for minimum admission criteria.
- MS-CIT Admission to be considered for the year 2026 batches (i.e. MS-CIT October 2026 Exam Event to MS-CIT February 2027 Exam Event)
account_balance Use of Performance Guarantee Amount
- Successfully registered new ALCs through MS-CIT Center Registration Process 2026: Will not be able to use Performance Guarantee Amount for admission or any other purpose in the year 2026
- Performance Guarantee Amount will be kept with MKCL only as Performance Guarantee Amount
- If any new MS-CIT ALC will not be able to satisfy minimum admission criteria (as mentioned above) for the year 2026 then such ALCs will not be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be forfeited. In such conditions, Performance Guarantee Amount will not be refunded in any situation
- If any new MS-CIT ALC will satisfy admission conditions (as mentioned above) for the year 2026 then: Such ALCs will be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be carried forward for the year 2027
- Performance Guarantee Amount will be kept with MKCL only as Performance Guarantee Amount and MKCL will not pay any interest on this amount to Center.
star Regarding Preference
- MKCL will give preference to existing super-performing MS-CIT ALCs and Exclusive KLiC ALCs (as per MKCL criteria communicated from time to time). Preference will be given to existing super-performing ALC, if they apply for another new center in the same DCU region or District. Application from existing super-performing ALC to open new Center in another District will not be given any preference.
- Existing Super Performing ALC has to follow all the guidelines as mentioned on website and complete the process as per stipulated guidelines.
- All terms and conditions about MS-CIT new center registration process 2026 are also applicable to Existing Super Performing ALC.
payment Regarding Payment & Refund
- AO has to pay the stipulated amount only as mentioned on MS-CIT new center registration process 2026 website.
- AO has to pay the stipulated amount through MKCL Payment gateway and wallet. No need to pay the amount in cash to any network partners or MKCL.
- AO should not pay any amount to any network partner or any third person in directly or indirect manner. AO should pay only stipulated amount as mentioned by MKCL through official gateway and process only.
- If any person asks for additional amount at any stage, please do not pay the same. Also inform the same to MKCL at ncr@mkcl.org.
- If any AO pays additional amount to any person direct or indirect manner, then MKCL will not be responsible in any case.
- Regarding Refund: If any AO does not comply the process at respective steps within schedule at their end, then MKCL will not refund any amount (such as Processing fee, Registration Fee, Performance Guarantee Amount, etc.) to concern AO in any condition.
Important Instructions for Applicant Organization (AO)
- Applicant Organization (AO) should read all the instructions and process details before applying for MS-CIT Center Registration Process 2026.
- MKCL has finalized the Open Area list based on the following factors: Existing MKCL Centers presence in that area, Existing MKCL Centers business catchment area, Business potential of that area, Requirement of a specific area.
- Please note that, in some Open Area cases, we have kept the complete City / Town / Tehsil as Open Area. But we will allow the center at only specific locations depending upon the Business Potential of that area.
- Please note that applying from Open Area does not mean that Applicant Organization's application is considered for further process.
- Applicant Organization (AO) has to apply for MS-CIT Registration Process (NCR) from Open Area only.
- If AO applies from any area which is not an Open Area, then AO's application will not be considered in any case.
- Applicant Organizations (AO) request to add any additional Open Area will not be considered in any condition.
- If Applicant Organization (AO) gets MKCL recommendation for the proposed AO location, then it does not mean that they become MKCL's Authorized Learning Center (ALC).
- MKCL reserves the right to add, edit, or delete Open Areas from time to time without giving any reason or intimation.
- In the case of Educational Institute, AO must apply with their School/College/Institute name only.
- If any Applicant Organization (AO) tries to contact directly or indirectly to MKCL by email, letter, telephone, social media, etc., then we will reject the application.
- Applicant Organization (AO) must complete the registration process within the schedule as stipulated by MKCL.
- It is the responsibility of the Applicant Organization (AO) to visit the portal & log in and keep themselves updated about the process and schedule.
- MKCL will communicate with AO only on their registered email ID and mobile number.
- MKCL may change schedule from time to time or may extend schedule based on situation.
- AO has to attend the Orientation Meeting (Online/Offline) to understand the details of the offerings and processes.
- AO has to follow the schedule of the OnCeT Examination strictly.
- For OnCeT and the interview process, we may do the recording through CCTV or camera.
- OnCeT and process schedule will be available on the website only.
- If more than one AO has applied from the same location/area, then: MKCL will rank the AOs based on Total Score. If the Total Score is same, then the following logic will apply: AO having the highest OnCeT score in Learning Facilitator's Exam will be eligible for further process. If still there is a tie, then AO having the highest OnCeT score in Center Coordinator's Exam will be eligible for further process. If still there is a tie, then AO having the highest interview score will be eligible for further process. If still there is a tie, then AO will be selected through a Lucky Draw System.
- If the same Learning Facilitator (Faculty) is registered from more than one AO, then MKCL will cancel the application.
- If the same Learning Facilitator (Faculty) is already registered from existing MS-CIT ALC, then MKCL will cancel the application.
- If the same Center Coordinator is registered from more than one AO, then MKCL will cancel the application.
- If the same Center Coordinator is already registered from existing MS-CIT ALC, then MKCL will cancel the application.
- MKCL will communicate with the eligible AOs to prepare the center setup.
- If an eligible AO's center setup is not as per the norms specified by MKCL, then we will reject the application.
- If eligible AO will not prepare setup and complete other processes as per norms within schedule then MKCL will not refund any amount.
- If any eligible AO will just try to occupy the location and not complete the process within schedule then MKCL will not refund any amount.
- If the location provided by the AO at the time of application is different from the location at the time of center visit, then we will not give the authorization.
- If any AO do the readiness of all/few things after schedule as mentioned in process then MKCL will not consider such application.
- Authorization as MS-CIT ALC shall be given subject to completion of all the prescribed procedural formalities and submission of all the requisite documents.
- Once MKCL gives final approval for a specific AO to become ALC at a specific location, then that ALC will not be able to change the location for the next 3 consecutive years.
- If any ALC changes the location within 3 years, then that ALC's authorization may be cancelled/terminated with immediate effect.
- In case of termination or discontinuation or cancelation of Authorisation of ALC then MKCL will not refund any amount.
- In case AO got rejected in between the MS-CIT New Center Registration Process, then their applicable refund will be processed between August 15-31, 2026.
- Those Applicant Organizations (AO) who will become ALC for the year 2026: Their authorization will be valid for the period of 1st July 2026 to 31st December 2026.
- Eligible ALC has to apply for renewal for the year 2027 by paying requisite fees and other criteria.
- ALC will be able to enroll admissions from July 2026 onwards.
- MKCL reserves the right of granting and/or rejecting authorization to any applicant(s), without assigning any reason(s) whatsoever to anyone.

Open Area Rules
- Applicant Organization (AO) can apply for MS-CIT Registration Process (NCR) from Open Area only.
- If AO will apply from any other area which is not an Open Area (as published by MKCL), then AO's application will not be considered in any case.
- Applicant Organization's (AO) request to add any additional Open Area will not be considered in any condition. MKCL will finalize the Open Area list based on market potential in that specific area.
- MKCL reserves the right to add/edit/delete the Open Area list at any time during the process without giving any reason.
- Applicant Organization has to keep on checking the updated Open Area list on www.mkcl.org/register website only. MKCL will not communicate to individual AOs regarding addition/deletion of Open Area in any case through any other communication medium.

Center Setup Guidelines
MKCL will communicate to shortlisted Eligible AO to prepare a Center Setup. Then only shortlisted Eligible Applicant Organization (AO) has to prepare the Center Setup with the following guidelines.
Center Layout
Minimum Area Size: 200 sq. feet
To maintain the educational environment, a dedicated space of minimum 200 sq. feet should be available for educational courses & related services. This dedicated space should not be used for any other purpose such as sales, storage, or any other business.

warning Important Setup Notes
- Setup is not required at the time of online application.
- Do not invest before receiving MKCL's communication.
- The location at the time of center visit must match the location provided during application β mismatches will lead to rejection.
- If the setup is not as per MKCL norms at the time of LLC visit, the application will be rejected. MKCL will not be responsible for any financial or investment loss.
- MKCL will not refund any fees if an AO fails to complete setup within the schedule or tries to occupy a location without completing the process.

verified_user License Policy
MKCL will provide the following licenses to ALCs:
- Windows 10 Enterprise (64-bit) - (1 Server + 10 clients)
- MS-Office 2019 (64-bit) Standard Edition - 11 (1 Server + 10 clients)
- For additional licenses, ALC has to arrange on their own.
- ALC has to use Microsoft Licenses provided by MKCL for the courses offered by MKCL only.
Registration Fee
Applicant Organization (AO) has to pay the following fees to MKCL while applying for ALC. All payments must be made through SOLAR Advance Account (EPI, NEFT, or UPS).

info Important Points: Performance Guarantee Amount
- No Use in 2026: Successfully registered new ALCs will not be able to use Performance Guarantee Amount for admission or any other purpose in the year 2026.
- Mandatory Payment: It is compulsory to pay Performance Guarantee Amount for eligible regular AOs to register as MS-CIT ALC within schedule.
- PGA Held by MKCL: Performance Guarantee Amount will be kept with MKCL only as Performance Guarantee Amount. MKCL will not pay any interest on this amount to the Center.
- Forfeiture if Criteria Not Met: If any new MS-CIT ALC is not able to satisfy the minimum admission criteria for the year 2026, then such ALCs will not be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be forfeited. The Performance Guarantee Amount will not be refunded in any situation.
- Carried Forward if Criteria Met: If any new MS-CIT ALC satisfies the admission conditions for the year 2026, then such ALCs will be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be carried forward for the year 2027.
- Held Until Active: Performance Guarantee Amount will be kept with MKCL till the time ALC is continued with MKCL and performs as per conditions stipulated by MKCL from time to time. Otherwise, the Performance Guarantee Amount will not be refunded in any situation or scenario.
- Refund on Non-Renewal: If any new MS-CIT ALC satisfies admission conditions for the respective year but such ALC will not renew for the next consecutive year willingly at their end then only MKCL will refund Performance Guarantee Amount to the concern Center.
- Educational Institute Exception: If the Applicant Organization is an educational institute (only for Schools & Colleges), then there is no need to pay the Performance Guarantee Amount.
currency_rupee MKCL's Fee Only (MFO)
'MKCL's Fee Only' (MFO) is the amount that ALC needs to pay to MKCL while confirming any admission for MKCL courses.
Your Share: ALC has to pay only this MFO amount to MKCL and keep the rest of the course fee with themselves as their share.
assignment Refund Process (In case of Rejection / Incomplete Application)
- Non-Compliance = No Refund: If any AO does not comply the process at respective steps within schedule at their end, then MKCL will not refund any amount (such as Processing fee, Registration Fee, Performance Guarantee Amount, etc.) to concern AO in any condition.
- Withdrawal Process: AO has to apply for 'Withdrawal' through the CPN process.
- Refund Calculation: AO will get the refundable amount after deduction of the processing fee & another requisite amount (If Any).
- Processing through SOLAR: The Refundable amount will get processed through SOLAR & it will be refunded to AO's bank account through an online refund application from SOLAR login.
- Bank Account Registered at Application: The bank account details provided by AO during the application on SOLAR will be considered for transferring this refund. AO has to ensure the correctness of the filled bank account to get the refundable amount in due time.
- Rejection Refund Window: In case AO gets rejected by MKCL or not eligible due to process (before the ALC code gets generated), then only their applicable refund amount will be processed during the period of August 15-31, 2026.
- Center Setup Forfeiture: MKCL will inform eligible AOs to prepare a center setup. In any circumstances, if any eligible AO will not prepare their center set up in due time, then AO will not get the refund any amount (i.e. Processing fee, registration Fee and Performance Guarantee Amount) and that total paid amount will get forfeited.
- Registered Account Only: AO will get the applicable refundable amount only in the account registered by AO at the time of the registration process. MKCL will not make payments through other means like cheques, DD, etc.
- Single Account for Refund: MKCL will not consider any other bank account for the refund process. MKCL will not be responsible for any wrong account details provided by AO in SOLAR login or rejection of payment due to various reasons.
- No Refund if Authorized: MKCL will not refund any amount (such as Processing fee, Registration Fee, Security deposit, etc.) in case AO become Authorized Learning Center (ALC).
- Bank Rejection Delays: MKCL will not be responsible for the delayed payment due to rejection from the bank. In such cases, it will take an additional 1 month to process the refund subject to correct bank account details.

Process Overview
- MKCL will create a login for every AO in MKCL's Network Partner Management Framework i.e. SOLAR.
- MKCL will create an Advance Account (e-Wallet) for every AO which is called 'SOLAR-Advance-Account'.
- AO has to transfer the amount in their SOLAR-Advance-Account by EPI, NEFT, or UPS.
- Once the amount has been successfully transferred in SOLAR-Advance-Account (e-Wallet), AO will be able to utilize the same to make various payments like Processing fees, Registration fees, Performance Guarantee Amount, etc.
- Transfer/Transaction charges must be borne by AO/ALC (NEFT, EPI, or UPS).
What is EPI?
Electronic payment transfer (EPI) is the online payment gateway offered by HDFC Bank.
Pre-requisite for EPI:
- Applicant Organization (AO) should have an HDFC Bank account.
- AO should have a username and password for the online banking facility of HDFC Bank.
Procedure of EPI:
- AO has to log in to SOLAR.
- Go to Finance β Payment β Payment to MKCL
- Go to 'Add Money' option.
- Select Payment Mode β Bank Transfer (HDFC EPI)
- Enter Amount and click on 'Proceed to Payment'
- Complete the payment process using Net banking login credentials.
Amount in Advance Account will be credited within 24 hours after successful payment.
What is NEFT?
National Electronic Fund Transfer (NEFT) is an online payment interface offered by all nationalized banks for transferring payment from one bank to another bank.
Pre-requisite for NEFT:
- AO must have an account in any IFSC-enabled nationalized bank.
- AO must have username and password for the online banking facility of that particular bank.
Procedure of NEFT:
- Register Bank A/C details for NEFT payment by using: Network Partner β Operations β Register Bank Account Details for NEFT Payment
Only IFSC-enabled banks and their respective branches are available on SOLAR. AO can add more than 1 bank a/c for NEFT.
- Enable the bank a/c that AO wants to use for payment transfer.
- Go to Finance β Payment β Payment to MKCL
- Go to 'Add Money' option.
- Select Payment Mode β NEFT/RTGS
- Generate the mandate.
- Do the further payment process using Net banking login credentials or Offline method.
- Deposit the exact amount (as appear in the Mandate) in MKCL's Bank A/C from AO's Bank A/C.
- Click on 'Reconcile NEFT' button on SOLAR Home page (right-hand side) to reconcile the NEFT transaction.
Amount will reflect on SOLAR within 48 hrs. of working days after deposit in bank.
What is UPS?
The Payment Gateway (UPS) Option is available in SOLAR for transferring the amount. In normal circumstances, Transactions done through Payment Gateway (UPS) will be reconciled within T+2 working days after the successful transaction done by ALCs.

Q. From where AO can get username and password for HDFC Bank online banking?
A. AO has to contact the respective HDFC bank Branch where he has opened the account for more information regarding the username and password for the online banking facility of HDFC bank.
Q. Is it mandatory for AO to open an account in HDFC bank?
A. No. AO can transfer the registration amount from any nationalized bank to MKCL using the NEFT process.
Q. What is IFSC?
A. Indian Financial System Code (IFSC) is provided by RBI to every branch of all nationalized banks. IFSC code is unique. Bank and Branch wise IFSC code is available on RBI Site.
Q. Why not IMPS?
A. With the present system we are not able to trace the sources of IMPS payment, so reconciliation is not possible for received payment. So AOs are requested not to use this method for payment.
undo How to Get Refund from SOLAR Advance Account
AO/ALC can take the refund of the balance available in ALC/AO's SOLAR Advance Account, if required. AO/ALCs need to apply for an Advance Refund from their SOLAR login to get this refund amount in their bank account.
Schedule for Processing Advance Refund:
- Application by AO/ALC: Within the first 3 weeks of each month
- Recommendation by LLC: In the last week of each month
- Refund Processing by MKCL: In the second week of the next (consecutive) month
Important Refund Terms:
- The Amount will get processed through the system & it will be refunded to AO's bank account through the online payment transfer method only.
- The bank account details provided by AO during the application on SOLAR will be considered for transferring this amount.
- AO has to ensure the correctness of the filled bank account to get the amount in due time.
- MKCL will refund the amount only in the account registered by AO at the time of registration process. MKCL will not make payment through other means like cheque, DD, etc.
- MKCL will not consider any other bank account for the refund process. MKCL will not be responsible for any wrong account details provided by AO in SOLAR login or rejection of payment due to the various reasons.

If any Center Coordinator fails or remains absent for OnCeT and/or Interview, then such AO will automatically disqualify from the process.
- OnCeT for LF and Center Coordinator will be conducted under Machine camera. Please note that we will take the photos and videos during the process. Also, OnCeT for LF, OnCeT for Center Coordinator and Interview process will be held under CCTV or direct camera recording. AOs must cooperate in this regard.
- MKCL may cancel the complete or partial OnCeT exam result data and MKCL may conduct the exam again in case required.
- There will not be any Re-Examination provision/chance for OnCeT for Center Coordinator, Learning Facilitator / Interview.
- The Schedule will be available on the website only. If AO does not receive any mail/communication from MKCL then AO should visit the website for schedule and guidelines. It is the responsibility of the AO to take the schedule from the website and follow it.
- AO has to clear OnCeT for Center Coordinator, OnCeT for Learning Facilitator, and Interview individually.
- AO and LF have to bear the traveling cost on their own for coming to OnCeT Examination and Interview process.
- If the same Center Coordinator is applying and appearing for multiple AOs then such concerned AOs application will be cancelled immediately.
- If the same Learning Facilitator is applying and appearing for multiple AOs then such concerned AOs application will be cancelled immediately.
- Center Coordinator and Learning Facilitator who are working at existing ALC are not eligible to register for OnCeT Examination.

Online Certification Test (OnCeT) is the certification examination mandatory for the Learning Facilitators applying for New Centers for MS-CIT (Maharashtra State Certificate in Information Technology) course.
Exam Design:
The Exam is designed to examine the integral skills and differential skills and competencies of office automation tools. The faculties will be tested on various application software tools, these integral skills are required to be taught and practiced during the conduct of the MS-CIT course.
Objective:
The Objective of the OnCeT is to offer an intellectually exciting and challenging experience to the Learning Facilitator to apply their integral skills and knowledge of the software tools through a set of integral assignments and thereby ensure their mastery of the subject to bring about overall improvement in quality of academic delivery of the course.
Application Limit: Minimum one and maximum of three applications are allowed for Learning Facilitator OnCeT Examination.
Requirement: Atleast one Learning Facilitator has to clear the OnCeT Examination and one Center Coordinator has to clear the OnCeT Examination & interview.

By the visit of LLC and TP, MKCL ensures that the information furnished by the AO is true in all regards.
